I assume you are in the US. I can't answer your question for your market, however I can tell you that in Canada, the individual package includes all of the (Canadian) Sport package options.
Some options in the sport package actually get changed to the individual equivalent options, e.g. instead of the Style 253 20" performance tires in the sport package, the individual package includes Style 301I 20" performance tires.
