For one of the studies I've read, the lead reviewer from GATech cites disparity of income as the biggest factor in inequality in education. The Finnish system in another study was considered one of the best in the world, though not a big economic powerhouse like the U.S. You're right that it's not all about throwing money at the problem but caring enough to try to do it the right way. But the rich can give their kids the best education, thus the 1% gets richer.

For my original question, I'll hypothesize that yes, discrimination has grown given economic disparity has also grown wider.
