Which navigation preference is most trustworthy: Fastest, Shortest or Efficient?

Always thought Efficient was best, but was recently on Van Dam Street heading towards the 59th Street Bridge, with a destination on the Upper West Side, when my system wanted to take me back to the LIE for the Midtown Tunnel. Changing to Fastest didn’t help, so I changed to Shortest, which sorted things out, but on a subsequent trip, Shortest was a no go as well.
