I suspect the premium is due to the heavy emissions equipment the US/Canada forces manufacturers to put on their diesel models.

Look at VW, for example. a TDI Highline Golf 5 with 6MT is $29,395 CAD while the 2.5L petrol Highline Golf 5 with 6MT is $27,095 CAD. That's a 2.3k difference and actually a bigger premium than BMWs, although not by much.
