Interesting! I just tried that on
www.bmwusa.com and you are right, you can't combine individual with the M-Sport packages.
In Canada, the build your own does allow you to combine the M-Sport and Individual options. Although if you do that, some options are automatically replaced. For example, if you pick the individual composition without the M-Sport package, you will get the illuminated door sills that read 'BMW Individual'. If you add the M-Sport package, those sills will get replaced with the illuminated door sills that read 'BMW M'. The same goes for the rims and the steering wheel.
