Im pretty sure they just don't give a shit. Having an online store we have to deal with this shit every day. The customers don't care because the credit card company refunds them no questions asked, the credit card company doesn't give a shit because they take it out of the business owners account and charge a fee on top of it for the hassle of having to take it back, the cops have a hard enough time catching some fucker down the street who robbed a liquor store, let alone some asshole in slovakia and as the business owner wtf are we suppose to do, stop taking credit cards?
