With regards to the cops doing anything, unfortunately, what they did or didn't do was expected. This situation to them was a minor one with no gross property damage and no one injured. It's chalked up as a dispute.
You had pictures of the incident and the cars involved. Did you get the other driver's information such as name, address, driver's license, and insurance? You don't need to have anything from the police to go after the other guy's insurance...if he has insurance. The picture you posted showing contact between the cars is pretty clear.

My sis in-law has a Passat TDI, and a guy in a Cayenne Turbo dinged her door. When she pointed it out, the male driver told her to go and f*** herself, and if she didn't like it, call the cops. I think the cops would have done nothing....
