I'm not saying that it is illegal to have rear fog lights. I just know that some options do not conform to some local government regulations and hence BMW does not offer them. Why BMW decided to not offer the rear fog lights in North America is something that only BMW can answer.
So you had rear fog lights on your Volvo, did you ever use them???
