It was explained that the subdivision was one of 12 safezones that had been set up in the city along with mentioning that the people who lived there "were the lucky ones". Presumably there just weren't enough soldiers available to lock down the entire city.

If you watch Talking Dead they discussed how this was intentional, and they want to explore the idea of how Nick is already suited for post-apocalyptic life because he's already been surviving on the fringes for years.
