Alpina is considered a car manufacturer every where on Earth except in North America. They don't sell enough to warrant federalization so they sell it through BMW's network.
Which is why in North America Alpina B7s carry BMW VIN numbers while everywhere else carry Alpina VIN. Here it is consider a BMW 750i with the Alpina package for federal purposes and BMW is the importer of these vehicles.

This is why it is sold like any other regular BMWs with the discounts. It doesn't help when the so called biggest car market, USA, is broke and the purchasing power is not like before, yet BMW still over supply the US market hoping for miracles.

BMW North America imported 500 of them to USA yet only 16 to Canada. So you can't buy one in Canada but they are discounted in USA because people don't have money to buy them and they are just sitting on the lot collecting dust.
