it's RB's immediate and overarching response that sounded bizzare.
- they take the matter very seriously
- they hire an external barrister
- they state it will be concluded
- they state if found inappropriate Horner will be gone
- they state they will replace him with Jono if if Horner is gone
so who in RB has the power to make such statements? CH and HM are joint top of the chain.
