Was a long time ago so I don't remember the details but I'm pretty they just used a machine polisher and buffed off the tint.
But keep in mind, in my tail light situation, the tail lights may have been plastic, I would think the headlamps on our cars are glass. Not sure if it would work out the same.
On a second note, maybe paint thinner would do the trick?
