As others have said, the large 8.4 liter displacement is the main reason for its low redline. The large displacement was determined by the fact that the Viper V10's basic architecture originated from the 5.9 liter Magnum V8 with two extra cylinders added. A larger displacement allows it to make more torque throughout the power band and negates the need to rev higher to make more peak power.

The "dump truck engine" comments are likely attributed to the fact that the Viper V10 has a 90 degree angle, which is not inherently balanced for a V10 and requires an odd firing sequence to account for it and this gives it an unusual exhaust sound. The 90 degree angle comes from the Magnum V8 that it is based on, which is the ideal angle for a V8. Most production V10s share this 90 degree angle because it isn't cost effective to build a V10 engine from scratch with an ideal 72 degree angle for such low production engine. The Lexus LFA has a 72 degree angle V10 that revs to 9k but it also costs $400k.

Yep, most of the Lamborghini, Ferrari and Lexus LFA are all in the mid 4 to low 5 liter range with high revs.
