When do the Exhaust Tip Louvers open?

Under what conditions do the two inner exhaust tip louvers / caps open? Only under the hardest of acceleration? Or, only when traveling above a certain speed? Or, only under any other conditions? And, once open, do they remain open until some other trigger? Thank you!
