hybrid ECO credit?

anyone know how this works? Is it a tax rebate or is it calculated off the msrp during the lease? Is it from bmw or the government? The new lease offer on the active hybrid 7 is like 300 dollars cheaper per month than the lease offer they had on it a couple months ago... Kinda sucks that I locked into the lease early and finding out its much cheaper now.

itd be nice if previous leasees could apply for the eco credit.
