Are all seats heated?

Would fully electric memory seats have the heated elements already built in?
Even though there is no heated option on the car.

Basically what I'm asking is what would be needed to retrofit heated seats?

I cannot imagine that the seats would have the elements fitted if they were not going to be used. I would say that you would need to retro fit them.
