Standard vs. Long wheelbase

Why do flagship luxury models have both standard and long wheelbase versions? Is the standard wheelbase targeted for the driving owners and the long wheelbase targeted for chauffeur-driven owners? Doesn't this make the production cost higher? Will there be a time where only a long wheelbase version is available?

I personally prefer the standard wheelbase model though since I drive my own car...
