Question Eccentric bolt is rotten - what to replace?

So I wanted to do an alignment but the eccentric bolt on the rear toe arm is rotten and won't move.

Can I just take the old bolt out and replace or do I need to replace the whole arm?

EDIT: I do not have dynmic drive.

Use a torch and take it out, it is advised to have a new arm or bushing available as the heat can occasionally perish the rubber.

If you can get the bolt out with no heat, sure, replace it.
