I believe you're thinking of the old 760Li, which had a 6.0 liter V12 with 440hp and 440lb/ft of torque. The V12 in the F01 is a twin-turbo 6.0 liter V12 with 540hp and 550lb/ft of torque.

I think one tune should fix that "problem," though

The V12 is twin-turbocharged and BMW doesn't want to make a race car engine out of it. It focused more on producing an engine which delivers a powerful amount of horsepower yet is VERY smooth and calm. The normal aspirated 6.0 liter V12 engine S70/1 fitted also in the McLarenF1 delivered 750hp so when BMW wants to do that, nothing is impossible.

Correct me if I'm wrong
I think this is correct since the M Sport is the only "sport" you can get now. I think this is pretty standard with US spec.

The one exception was the 335 due to the extra oil cooler: my old pre-LCI e90 335xi (sport package, but only with the 17" wheels, and therefore no oil cooler) topped out at 135 (18" wheels would have gotten the oil cooler and should have gone to 155 as I think there is plenty of confirmation of on the boards), but my current LCI e90 328 Msport will go to 155.

Unnecessary vulgar. Glad it's limited to 25 models. Lowers my chance of ever seeing one and having to grab the eye wash kit.

Well, as I suspect the main customers for the 7er are mature adults and drug dealers, I'm going to hazard that the drug dealers need a fast car, so they'll surely appreciate the increased power.

I don't get what's the big deal over this 25th anniversary edition. I don't see any performance difference between this special edition and the regular V12 760li. So a few extra fancy gadgets and some extra nice leather and those buyers are suckered into saying: "Oooohhh wow, a big fancy "V12 25th anniversary edition" label all over a 760li, I gotta have that!"

If BMW wanted a special edition deserving of it's name, it should not have limited itself to minor cosmetic touches and instead really add to the area where it counts, namely the horsepower of the engine (and maybe tuning the suspension as well!).

Maybe it makes business sense for BMW, but it doesn't do anything for me as a BMW buyer.

S70/2 was fitted in Mighty McLaren F1 rated at 618hp @ 7400rpm.
