It is assumed that the bolt was still at full tightness. Nobody has tested, if there even is a method to test the bolt torque before removal. It's a stretch bolt. A static bolt cold be easily checked. I don't think anybody has ever bothered to measure the bolt torque before removal. Other than the "it felt tight" on removal.
