I have the n63TU V8 engine and 98% of my driving is city/urban...every-now-and-then I may get a chance to hit the freeway...and my AVG/MPH is 26.76 MPH (when my current total fill-ups for the year are calculated). You can see in the chart below that my avg/MPH & avg/MPG is higher than yours with the V8 engine...so perhaps there is something going on in your case. Even with a low avg/MPH I would assume that your avg/MPG would be a bit higher.

I get around 17mpg max (uk mpg) and I do mainly city driving with around 10% motorway. I drive quite economically too, average speed of around 20mph. On a full tank I will get around 400, sometimes 330 depending on city traffic, etc...
