What excuses? A recall is a recall. Nothing BMW could have really done unless they knew Continental AG was providing shoddy parts. Outside of tires, I've had poor experiences with their automotive safety systems. I had to replace two sets (four in total) of radar sensors for my ML because they kept failing even with a revision to the part.
With today's cars and with everything that has happened over the last year or two, doesn't matter what car, German, Japanese, American, I don't think anyone is surprised to see a recall happen.
