The 745e does have ConnectedDrive Services, and Connected Package Pro as standard. Not sure if wither of those have a remote start like feature?

Also it looks like if you order the luxury rear seating package (ZLU) $3900 on all models (except M760i), you forfeit the $750 cold weather package ZCW (which is understandable because most ZCW options are covered in ZLU) and then have to pay an additional $300 to get remote start as an individual option.
