you can if you go bare bones like those $500-600 complete ARs.
Lower ~$50
Upper assembly complete w/ barrel and handguard can be had for ~$300
Mil-spec Lower Parts Kits ~$50
all the ARs ive posted cost less than $500 built before optics. I did buy some parts used though.
