Let's just say that there's a proportionally high concentration of a group of people in the local vicinity of where the incident happened, who are often stereotyped to prefer a certain color scheme of premium vehicles and a very particular driving style with ethnic origins in an area that was previously part of the Russian Empire, the USSR, and is now an independent country.
There was a systematic mass murder & expulsion of this group of people about a century ago, an event many, but not all, governments recognize as a genocide.
So, while not Russian, you're close (geographically speaking).
