Does anyone know how this feature work? Remote viewing of the current surroundings on your smartphone with Remote 3D View

It is part of the Remote Services Package.

I don't think remote 3D view is available on 2016 7's

I can confirm it works well on my 2019 as I use it very often. You need to have the BMW Connected app downloaded to your smart phone, and of course you'll need to be logged in under your account. From there you just navigate to the 3D Surround Tab and hit "refresh". Depending on your data connection it may take a while, and I've had occasions where the app couldn't communicate with the car if it's in an underground car park or somewhere with bad cell service.
