Tried zooming in on the pics to see what the black blemishes are, but to no avail. Also, there's something taped to the other wheel? Can you please explain?

No blemishes just rub marks from tire it will wipe off. This set came off car with 5 miles on them. Comes with proper inflation (PSI) stickers that's what in the bag taped to the rim.
