Why is 745e not eligible for carpool sticker in California?

Does anyone know why the 745e is not listed as eligible for car pool sticker in California? My 530e has it and looking to upgrade to bigger 7 if I can stay in the carpool lane.

Probably the car is new and under review

Thank you! I did see that. It's from January though and the car is still not on the list of eligible cars?

I believe you can petition them to speed up approval.
