Exclamation Headlights are acting up. Dealer Wants $5100. 750Li

Hello guys,
Can you please assist me?
My right driver's side halos aren't working but the main light is working. The Passenger side, main light is not working but the Halos are.

The dealer wants to replace everything for the headlights. Both headlamps and thier ignitor and control modules. I have an awesome mechanic that I've been taking it to and he said he would be able to isolate what part is bad and then we only replace that part.
He took apart the bumper and started mix matching the parts and this is where he's stuck at now.

He said the ignitors and control modules are fine. He needs to disconnect the passenger side and connect it to the driver's side. Then the passenger headlamps lights up fine. When putting it back to the passenger side again only the halos.

He said it could be the wiring. The dealer I called them and they said it could be the connection pins could be corroded. That is why they would want to replace everything for 5K.

I passed on the dealer's info to my mechanic and that is kind of up there where he said the wiring could be having issues. The connectors/ wiring.

Do any of you geniuses know of a faster way to pinpoint this issue? He has the front bumper off and both headlamps able to swamp from side to side.
What can we do to isolate this and fix it?
Any ideas?

My experience is wiring is never the problem, especially if it has not been disconnected before. Lights are probably fine as well since you indicated they function properly when moved from one side to the other and then fail when moved back. Maybe the issue is in the device providing the signal to the lights but it is odd it would seem to provide the correct signal when moved from one side to the other.
