I have v1.6 circa 2018 garbage, which is clearly not the new one they're referencing here:

Yet when I attempt to follow the link for the current one the App Store tells me it's not available in my "country or region".

You should look for "The BMW M Laptimer". I downloaded it last summer and it is still working but BMW have pulled it from App Store. It is always hit and miss. Try contact the BMW Genius of your store for help.
