I have enabled the personal hotspot on my iphone 5
How do I get my car to connect to the hotspot? Do I have to add it as another bluetooth device? Does it find the AP name? And will I be prompted for the password for the hotspot?

Pretty sure your car does not use Wifi to connect to your phone, bluetooth most likely.

No USA BMW is factory-enabled to use any Hotspot. If you have not coded your Combox for Hotspot then it simply will not work. At all.
