Not sure what you mean on by default with HBA. Do you mean active every time you switch on the ignition, without needing to press the button? Not sure that it is possible or why would anyone want to do that.
Fog lights with DRLs should be doable but it is manual value coding of light characteristics and I'm not sure what needs to happen there. Nor do I recommend it as extra glare is never welcomed by oncoming traffic.
